Dead whale difficult to move national parks
"A key component of the recovery efforts for both the U.S. and Canada would be to help these countries manage their population levels," said Scott Bremner, research director for the Center for the Study of Climate Change at NASA's Goddard Institute for Space Studies.
"And that includes the development of new programs that help species that need help adapt to changing climatic conditions on land, and the introduction of programs that would provide support to individuals at risk for extinction, and the establishment of new facilities that could help scientists continue to study endangered species."
One of the big issues is funding, but that's an issue of priorities, he said.
"In most of the United States, we're spending a lot of money trying to deal with something that's very difficult to control, a very big number of species, and that's very difficult to monitor and manage," he said. "But when it's on land, we can manage it much better."

The Canadian government has also made some big changes in how it is protecting its whales â€” which range from less than 3 per cent under an old law to 60 per cent under the most recent agreement.
While Bremner said some of the biggest threats to the survival of whale populations come from hunting, he still sees some benefits that come from their continued presence.
"One of the problems for them is that at some of these places there is really nothing," he said. "There's no road available to them that they can travel for recreation or food. So while they are there, there's not much opportunity for them to have children that can mate â€” they're still pretty intact."
